M. Schulman managed the master planning process for Front Street, prior to the developer’s acquisition of the “Private” component of the project. The Public/Private partnership resulted in an infrastructure project for the City, poised for private investment. Unique to Hartford, the plan put people and energy on the streets, contrary to prior planning policies
